Maybe, when you delete Plex, also make sure Plex user is deleted and all plex config files. This might be quite complicated. You would need to enable SSH. Download WINSCP. Go to /share/cached1/.qpkg folder to delete it. Maybe somehow your ISP is blocking PLEX relay server. You can give it a try.
